During the 1950s, psychotropic medication allowed many psychiatric patients to leave the institutional setting of mental hospitals and reenter society. Furthermore, reflecting the sociopolitical climate of the time, the warehousing of patients in mental hospitals was replaced by more humane community-based treatments. During this period of deinstitutionalization, psychiatric patients needed outpatient services to readjust to society, obtain gainful employment, and cope with the stresses of life and increased social demands and opportunities. Furthermore, interest in the prevention of mental illness as well as the social factors that contribute to mental illness such as poverty, homelessness, racism, unemployment, and divorce developed a more prominent role in the theories and interventions associated with mental illness. This resulted in the rise of the community mental health movement. Congress passed legislation in 1955 to create the Joint Commission on Mental Health and Illness, which sought to develop community mental health services outside of the inpatient mental hospital setting. In 1963, legislation was passed to use federal monies to create community mental health centers throughout the United States. In 1965, a group of psychologists met in Swampscott, Massachusetts, to plan for the unique role psychology would play in this movement. The mission of the community mental health movement was to provide affordable mental health services to all aspects of society on an outpatient basis, as well as to use early intervention and detection programs

and scope were expanded to embrace a more general view of ethnic minority psychology It offered a venue for the dissemination of scholarship in all aspects of ethnic minority psychology, including the psychology of race, diversity, and multiculturalism recognizing the sociocultural, historical, and political embeddedness of psychological theory, research, and practice It pledged its focus on the psychological and societal variables affecting ethnic minority groups such as American Indian/Alaskan Natives, Asian American/Paci c Islanders, Black/African Americans, Latina/Latino/Hispanics within the United States The journal af rmed collective identity by strengthening people of color s ways of knowing and promulgating their scholarship through the publication of scholarship of color Embracing unity through diversity (the organization s motto), the Society s executive committee appointed associate and consulting editors re ecting the diversity within populations of color, in addition to non-ethnic minority psychologists (Comas-Diaz, 1998).

Zero-base budgeting (ZBB) is a useful technique for controlling costs. As its name implies, no expenses can be budgeted for or incurred unless they are justified in advance. ZBB requires each department head to justify in advance the entire annual budget from a zero base. While ZBB can be used for any cost, this chapter will use an indirect cost as an example. Since most costs (food, beverage, labor, supplies, and others) are linked to sales revenue levels in a fairly direct way, budgeting for them is relatively easy. However, there are several expenses in the hospitality industry not related as directly to sales revenue levels.
